Art.61: Definitions
- The electoral procedure is a constitutional procedure allowing members to become candidates and elected mediators. The TAH intervenes as procedure spokesman the candidates as procedure holders.
- The representation factor(F/R) is the number of mediators compared to the number of legitimate Trustees.
- The organization of new elections is compulsory when the number of elected mediators falls below the F/R, and when the number of recorded candidates is higher than the F/R. However, it will not be necessary to organize elections when the total number of candidates (including consolidated lists) does not reach the F/R, in which case the TAH will allot the mandates to all these candidates.
- After an election, in accordance with the rule of vote reduction, if the number of mediators still does not exceed the F/R, additional mediators will be nominated, in the order of the greatest number of received votes.
- The representation factor is defines by administrative procedure. The current value is published in the Appendix of this Convention.
