V.5. The electoral procedure

Art.61: Definitions
  1. The electoral procedure is a constitutional procedure allowing members to become candidates and elected mediators. The TAH intervenes as procedure spokesman the candidates as procedure holders.
  2. The representation factor(F/R) is the number of mediators compared to the number of legitimate Trustees.
  3. The organization of new elections is compulsory when the number of elected mediators falls below the F/R, and when the number of recorded candidates is higher than the F/R. However, it will not be necessary to organize elections when the total number of candidates (including consolidated lists) does not reach the F/R, in which case the TAH will allot the mandates to all these candidates.
  4. After an election, in accordance with the rule of vote reduction, if the number of mediators still does not exceed the F/R, additional mediators will be nominated, in the order of the greatest number of received votes.
  5. The representation factor is defines by administrative procedure. The current value is published in the Appendix of this Convention.
