Art.60: Course
- A legitimating vote is a constitutional procedure where the voters can confirm (or resign) the legitimacy of the members in the Council of Trustees. The legitimating vote allows requesting the voters' direct intervention, so they can redefine the composition of the Council.
- The procedure spokesman requests the appeal to legitimating vote when, in a ordinary procedure under a qualified majority, the second vote of the Council is contrary with that from mediators, and produces the rejection of motion. The appeal to a legitimating vote allows reinterpreting the vote of the Council as a first constitutional vote, which is followed by a voters' direct poll.
- The organization of the legitimating vote will be lead by the TAH or, in the context of a investiture procedure, by the Regent mediator.
- The direct plurality vote will expose all the legitimated trustees who did not give up to present themselves, and then the rule of vote reduction will be applied.
- The legitimating vote does not cancel the rejection of the motion. If necessary, the ordinary procedure will be started again. The electoral procedure
