Art.37: Course of the vote
  1. The AT publishes a convocation with the consultation subject, the applicable rules of procedure, the dates of the vote and the list of the selected voting officers.
  2. At the end of the campaign or deliberations period, the TA will prepares a voting form on a support compatible with electronic technologies. Subject to technical constraint or to safety, this form could be managed by the District Entities in order to distribute the technical load of the poll. In all the cases, only the TAH has the capacity to activate or deactivate the voting form.
  3. To be valid, the form must collect:
    1. The code of District Entity of the voter;
    2. The voting key given by the voting officer.
    3. The binary vote, or the plurality vote, in accordance with the procedure.
  4. The real time processing must allow checking that both District Entity and voting key exist and correspond to the same ballot box inside the censal file. If the checking fails, the voting form is discarded.
  5. After the validation of the form, the process generates a second control key based on the voting key and other existing parameters. This second key replaces the preceding key in the ballot record, and it is shown on screen, to the attention of the voter. Only the voter knows this key, which allows checking that the vote has been correctly accounted in the voting results
  6. The ability to modifying the vote during the vote (i.e., the possibility to replace a form already validated by another form inside the ballot box) will depend on the state of the art and will always remain determined by the TAH's appreciation.
