Art.36: Creation of the censal file
  1. The first step is to require volunteers and to draw lots the voting officers between them. In absence of volunteers, the procedure will not be able to continue.
  2. For several volunteers, the TAT will draw lots a secretary who, in turn, will draw lots a voting officer for each DE, among the volunteers, including him. The same volunteer can be affected to several Entities, but the number voting officers appointed will never be higher than the number of District Entities. For a volunteer, this one will be nominated as voting officer for all the District Entities.
  3. Each voting officer will request to the assigned DE the list of participants with voting rights so far. To do this, the District Entities (including the TA, for General Registry) must generate a censal file which contains, for each record:
    1. The identification of the District Entity which issued the ballot box;
    2. The electronic address for exclusive electoral usage, given by voter for voting procedures;
    3. The participant's voting capital, at the date of generation of the ballot box.
  4. The voting officer creates only one file by merging the multiple files delivered by the District Entities assigned to him. From the resulting file, it calculates the voting key for each record, then the officer sends it to the electronic address of the voter. Then, the voting officer replaces the voter's electronic address by the voting key, in order to definitively destroy any possible correlation with the preceding data in the record provided by District Entity. This new record is definitely the ballot box. Lastly, the voting officer transmits the file with the totality of the ballot boxes to the TA.
  5. The TA merges in only one file the whole set of files containing the ballot boxes, as sent by the officers. By doing so, a censal is made up with the totality of the ballot boxes.
  6. The final record of the ballot box contains:
    1. The code of the District Entity originating the ballot record;
    2. The voting key only known by the voter;
    3. The voting capital of the voter, if applicable.
  7. The voting officers' information such their names and email addresses is only published after the generation of the censal file by the TA.
  8. To generate the voting key, the officer uses a unique key generation algorithm.
  9. Working documentation and source code used to generate the censal file and the voting keys in the ballot boxes will be published under Internet© visibility. These materials will be considered, in all connections, as derivative versions of Convention.
