Art.48: Quick protocol: Second vote of the Council
  1. The TAH organizes the restricted vote and interprets its result according to the applicable rule of majority. An unfavorable vote means the refusal of the proposal and closes the procedure.
  2. After a favorable decision, the TA requires the sentence of the Council, by applying the same majority criterion as applied for the mediators' first vote. The favorable decision of the Council means the approval of the proposal.
  3. An unfavorable sentence of the Council means the refusal of the proposal and closes the procedure.
  4. After an unfavorable sentence of the Council by qualified majority, the procedure spokesman has 48 HOURS to ask the TAH to convene a legitimating vote.
