IV.3. Direct poll protocol
[<<][>>]
Art.35: Definitions
  1. The protocol of direct (censal) vote is used by the TAH to organize and collect the vote of members of the census. Safety and secrecy in direct vote are directly determined by the voting officer, the design of the ballot box and the process of the censal file generation.
  2. Voting officers are individuals who comply to the individuation rule, volunteers, registered or unregistered members, with or without electoral rights, which contribute to the generation of the censal file. The officers could not be mediators in exercise, candidates to the same election, nor Trustees of procedure.
  3. The ballot box is a record pertaining to a censal file created by an officer before a direct vote. Each voter owns an exclusive, reserved record, named a ballot box, which can only be identified and used by the voter
  4. The censal file indicates the whole set of recordings, or ballot boxes, available for the vote. Each District Entity provides to the voting officer the necessary data to generate a single censal file.
  5. The direct vote is used for the binary voting as well as for the plurality voting:
    1. The second associative voting in a ordinary procedure is a binary vote, and it allows the approval of an executive or administrative mandate.
    2. The plurality vote intervenes for mediator elections, exhibition of the convention, or legitimating vote procedures.
  6. Subject to contrary administrative decision, the events of a direct voting are:
    1. TWO NATURAL DAYS for the drawing of lots of the voting officers
    2. **empty**
    3. THREE NATURAL DAYS to perform the vote
    4. Starting from the publication of the results: TWO NATURAL DAYS to present complaints.
